Effective Nov. 19, 2018, Clayton W. Deaton III will begin his duties at the helm of Development Services. Deaton most recently served as Planning and Inspections director for the Village of Pinehurst where he was responsible for the long-range comprehensive plan analyzing existing land-use, planning and inspections process improvements, as well as developing a variety of special and continuing plans relative to the growth, development and redevelopment of the village. The Village of Pinehurst was not Deaton’s first experience in Development Services. He has also worked as a senior planner for the city of Fayetteville, N.C. and assumed planning duties for the cities of Rock Hill, S.C.; Wilson, N.C. and the Federal Highway Administration in the organization’s Connecticut and Georgia offices. Deaton is a certified planner through the American Institute of Certified Planners and a certified zoning official through the North Carolina Association of Zoning Officials. He holds a Bachelor of Science degree in urban and regional planning from East Carolina University. Lori Cairo will begin working in her new role as chief internal auditor for the city starting Nov.5, 2018. Cairo is departing her job as a consultant for John B. Smith tax preparation services in Boca Raton, Fla. to join the city of Rocky Mount. Cairo has previously worked as vice-president of Internal Audit for Lowe’s in Mooresville, N.C.; chief internal audit executive and chief compliance officer for the National Council on Compensation Insurance in Boca Raton, Fla.; senior manager and practice leader for Enterprise Risk Services in Miami, Fla. and tax preparation work in Fort Lauderdale, Fla. Cairo is a certified professional accountant for the state of Florida. She holds a master’s degree in accounting information systems and two bachelor’s degrees in accounting and marketing, all from Florida Atlantic University. "Both offer a wealth of knowledge, varied experiences and interesting perspectives to offer our organization and community."
