BRIGHT Futures Act seeks to expand last-mile Internet services BRIGHT Futures Act to Provide Broadband Access to Thousands B: Broadband enabled services R: Retail online services I: Internet of things G: GridPower H: Health care T: Training and education This bill will expand broadband access to unserved citizens in rural parts of the state by encouraging partnerships between local governments and private companies. The conversation covered a wide variety of issues related to rural North Carolina and the work of The Rural Center, including topics such as rural broadband access, Hurricane Matthew, and, yes, even barbecue. Some of the highlights include: On Rural Banking "There are steps we discussed at the banking symposium last week that will make sure we are paying attention to the health of rural banking and the future it has in our communities." On Facing Rural Challenges "The rural dimension of these issues are completely different [than] the urban dimensions. When we are talking about a stronger state economy, we need to have an economic development system that is not a one-size-fits-all solution." On Hurricane Matthew Relief "[The Rural Center] quickly began putting in place a response for small businesses that were affected by the hurricane. There was an emergency bridge loan program that was put in place after Floyd that was an important part of the recovery. We were able to reach out to some of our bank partners and to the Golden LEAF Foundation to help us fund a very similar response, another emergency bridge loan program." On Rural Broadband "Broadband infrastructure is a hot topic in the general assembly right now. We can take some comfort and pride that North Carolina has built a growing broadband infrastructure. But with that being said, we are still building. It is going to take a combination of public and private partnerships to address these problem areas where broadband is not being reached." However, too much rain or thawing snow after a long winter from mountains can bring severe flooding. Floods are the most common and costly natural disaster in the United States. Click here for some things to keep in mind as the spring flood season draws near. Application Period for Hazard Mitigation Program Open The N.C. Emergency Management application period for the Hazard Mitigation Grant Program is now open. With the catastrophic impact of Hurricane Matthew on North Carolina, the state expects to see the largest HMGP offered since Hurricane Floyd. N.C. Emergency Management is accepting Letters of Interest for possible inclusion in the state's HMGP submission to FEMA. Questions regarding the Hazard Mitigation Grant Program, technical assistance with applicant intake or eligibility can be directed to Nick Burk, Hazard Mitigation Grants Section Manager, at 919-825-2301, or Sharon Winstead, Hazard Mitigation Supervisor, at 919-825-2356. The deadline for receiving the letters is May 1, 2017. Hurricane Matthew Discovery Funds Creates Jobs The Turning Point Board receiving Disaster Recovery funds for Hurricane Matthew of 2016 to put some dislocated workers back to work with cleanup and debris removal in Princeville and surrounding areas; working in partnership with what the County and Town have in place since storm damage. The program provided funding to Turning Point WDB as the Local Area, but a Regional Agency, Rocky Mount OIC is handling the contract. Approximately 15 people have been put to work as a result of the program. It has moved pretty quickly, as we did not receive any funding until after the new year began. A visit has already been made by state staff of the Dept. of Commerce to the locations hit hardest and where the work was being completed. The area of focus may increase to include other areas close by, as approved by the State. GRANT OPPORTUNITIES US LABOR DEPARTMENT ANNOUNCES AVAILABILITY OF $66M IN GRANTS TO IMPROVE EMPLOYMENT OPPORTUNITIES FOR JUSTICE-INVOLVED INDIVIDUALS Through this announcement, the department's Employment and Training Administration plans to award approximately $66 million through approximately 28 grant awards. ETA plans to award up to $4,500,000 each to approximately eight intermediary organizations - approximately three proposing to serve adults and approximately five proposing to serve young adults. ETA will award at least $20 million to intermediaries serving young adults, and plans to award up to $1,500,000 each to approximately 20 community-based organizations - approximately 13 proposing to serve adults and approximately seven proposing to serve young adults. Division of Water Infrastructure Announces Available Funding The Division of Water Infrastructure in the N.C. Department of Environmental Quality has announced the spring 2017 funding round and related application training. Funding offered this round will include a portion of the Connect NC bond program and all applications must be received by the division no later than close of business on April 28, 2017. REPORTS CDBG-DR Action Plan The State of North Carolina has published a draft State of North Carolina CDBG-DR Action Plan to inform the public on how $198,553,000 of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds will be allocated. Written comments on the plan will be accepted for two weeks from March 31, 2017, the date of publication. The document can be found here. Impact of Solar Energy on NC Agricultural Lands NC Sustainable Energy Association (NCSEA), in partnership with the NC Dept. of Agriculture & Consumer Services, released data that provides definitive estimates of the impact of solar energy on NC agricultural lands. 0.2% (approx. 11,600 acres) of our state's 4.75M acres of total cropland are occupied by currently installed solar PV installations. You can view the complete findings of the analysis, which was conducted via extensive research using aerial photography and GIS software, here. This snapshot analysis, current to Dec. 2016, marks the first data-backed measurement of solar land use, which in recent years has garnered curiosity and speculation from NC policymakers and community residents alike as the industry has experienced rapid growth and propelled North Carolina to second in the nation for installed solar PV capacity. We hope they will be a helpful reference point for anyone with questions about solar and its impact on our great agricultural heritage.
